Baseline is when you are not feeling manic or depressed. That's the easy definition. Now for the hard part.
It can be hard to know when you are in a manic state. Depression is usually easier to feel.
My doc told me to ask my family if I'm showing signs on mania. For me the early signs are rapid speech, sudden subject change, talking too much, irritability and occasionally jerky movement. I don't notice them but the family does.
If I'm mildly depressed I'm usually "TIRED!" and tired of doing things. The word tired comes up in my conversations alot.
You need to make a list of early signs of hypo manic symptoms and mild depressed symptoms.
If you're not showing those you're baseline.

For me, hypomania is irritability, difficulty concentrating on one thing at a time, difficulty starting things (this one is tricky it can be depression too), feeling compelled to do things all the time--difficulty relaxing and "motor mouth".

Depression is crying jags, extreme fatigue, trouble sleeping (this one can also crop up in hypomania) spending too much time staring at TV or Computer screens and feeling sad all the time.

Bipolar IIs get mixed moods a lot too or cycle rapidly between the two states. If you are working with your pdoc, ask him how to record that and just do it the same way all the time as there isn't really a "mixed mood" indicator.
Depressed and Hyper on the same day is rapid cycling for me.
